Carl Beer is an experienced environmental manager, having worked in local government for 26 years, mainly in the role of environmental regulator. Carl began his career as an EHO, later specialising in pollution control, and moving to management positions with responsibility for a wide range of environmental health, sustainability and waste functions.
The Merseyside Waste Disposal Authority manages waste on behalf of five District Councils to procure new waste management contracts. The Authority serves a population of 1.3 million.
Throughout his career, Carl has maintained an active interest in, and promotes, wider sustainability & environmental management, in particular CSR, carbon management, environmental support to businesses and community social enterprise.

Professor Baird is a leading figure in waste management in Scotland, supporting Scottish Government policies on Waste Management. He is a member of the recently formed Government’s Zero Waste Think Tank and has worked extensively with local authorities helping to design and implement major recycling programmes.
He is a General Councillor and Scottish Chair of the Chartered Institute of Wastes Management in the UK where he is responsible for 20 specialist researchers in the waste and resources area who are becoming increasingly involved in wider areas of sustainability research – in particular, carbon management and community engagement. |
